STATE COLLEGE, Pa. — Penn State trustees have approved reforms to university governance following the Jerry Sandusky child sex abuse scandal and learned two incumbents on the university's governing board were voted out by alumni.
The changes approved by the board include removing the state's governor and the university president as voting trustees.
