Why California's gas prices are going haywire

Gasoline at the pump in California is usually about 40 to 50 cents more expensive than it is anywhere else in the country. The state's gas taxes are significantly higher than the national average and its refiners have to produce a California-specific, higher-quality blend of gasoline in order to curb air pollution. That all raises prices.
